How the rotation proposal is produced
Fixed aliases are placed first. The browser tests reproducible seeded arrangements for the remaining aliases and empty seats. It prioritises zero teacher-supplied keep-apart violations, then fewer listed historical neighbour pairs.
Bounded result: the proposal is best-found within the attempt budget. It never proves a global optimum or that unresolved constraints are impossible.
